I applied online. The process took 2+ months. I interviewed at FDA (Silver Spring, MD) in August 2017.

Interview

I applied on USAJobs.gov. My application was referred August 10. On August 15, FDA reached out to me to schedule an interview. My interview was on August 22.
The interview was unorganized. I arrived early so I waited in the lobby area. 20 minutes prior to my interview, I called the POC as instructed, but there was no answer. I called this person three more times. Five minutes later, someone asked me if I was there for an interview. I said, "yes" and she escorted me to the conference room where the interview would take place. We both sat and talked while we waited for the rest of the panel to show up. 10 minutes later, two more members of the panel walked in and introduced themselves. The two individuals began to argue slightly because there were two more people joining that were not present. One person was calling in, but the conference call had not been setup, and neither knew where the other panel member was at that moment. About five minutes later, they were able to setup the conference call and we started the interview (late). As I am answering a question or giving some background about myself, the final panel member walks in and disrupts the interview. After the interview, the Director said she would make a final decision in about a month. Eight weeks went by and I did not hear anything from FDA, so contacted their HR to get an update. HR responded and told me I was not selected.

If you decide to hire someone else, that is fine, but at least let the candidates that you interviewed know.
Also, having your interview room setup and panel members present prior to bringing in the interviewee is generally a great idea to keep things organized.
